Hero Public Safety Commission
The body that turned vigilantes into licensed Pro Heroes.
The Hero Public Safety Commission is the body behind the Pro Hero system in My Hero Academia. As Quirks spread, it was formed and at first enlisted vigilantes to deal with criminals who abused their powers. Once it became more organised it turned to recruiting Pro Heroes, who work with the authorities on rescues and on apprehending villains.
Lore & Background
The Commission trains some heroes itself. It recruited Keigo Takami and trained him into the Pro Hero Hawks, the first top-ranked hero who never attended U.A. High School, and it later orders him to infiltrate the League of Villains as an undercover spy. It also employed the hero Lady Nagant as an assassin, sending her to kill corrupt heroes and villains before they acted; disillusioned, she attacked the Commission's president and was sent to Tartarus.
Reader's Guide
Ahead of the war the Commission orders a second round of Hero Work-Studies so that students are ready for Shigaraki's attack. Just before the fighting starts, a double of Re-Destro invited to the Commission for a supposed joint operation rampages and kills several heroes and the Commission's president. In the epilogue Hawks, who has lost his Quirk, becomes the new president, pardons Lady Nagant and sets out to build a better hero society than the last Commission did.
