Provisional Hero License Exam Arc

Ultimate moves, a two-part exam and a late-night fight: chapters 98 to 121.

The Provisional Hero License Exam Arc of My Hero Academia covers chapters 98 to 121 of the manga and the second half of the anime's third season. It begins just after All Might's retirement, with Class 1-A newly moved into its dorm. Shota Aizawa tells the class that the license exam has a pass rate of only about half, and that each of them needs at least two ultimate moves to stand a chance.

Lore & Background

The class trains under Cementoss, Midnight and Ectoplasm and has its costumes adjusted. Izuku Midoriya, who struggles to find a move that will not wreck his arms, has his costume altered by Mei Hatsume and develops Full Cowling: Shoot Style, a way of fighting with his legs. At the exam, held away from school together with students of other hero schools, all of Class 1-A gets through the first phase, and all but two earn the license after the rescue phase.

Reader's Guide

The two who fail are Shoto Todoroki, because of his feud with the Shiketsu student Inasa Yoarashi, and Katsuki Bakugo, because of his rudeness to the people he was meant to rescue; both can make it up in a three-month course. The arc closes that night, when Bakugo, who has worked out where Izuku's Quirk came from, challenges him to a fight and wins. All Might steps in, tells Bakugo the history of One For All, and both boys are suspended from class for a few days.
