District 2

The munitions district that sided with the Capitol, home of the Plinth family.

District 2 is the home district of the Plinths. Strabo Plinth made his fortune there with a munitions empire and took the Capitol's side in the war, gaining enough wealth and political favor to move his family to the Capitol, where they were never truly accepted.

Background

His son Sejanus Plinth, a mentor in the 10th Hunger Games and Coriolanus Snow's best friend, is an idealist who objects on principle to how the Capitol treats the districts and to the Games' very existence. Trouble at the Academy over that rebelliousness ends with his father arranging a Peacekeeper posting in District 12, where he meets Coriolanus again and starts helping the rebels. Coriolanus secretly records him discussing a plan to free an imprisoned rebel and get several others north, and Sejanus is arrested and hanged for treason; Coriolanus had assumed Strabo would simply buy him out of trouble one more time.

Strabo is frustrated with his son's idealism and constantly uses his influence both to force Sejanus into doing his bidding and to bail him out of trouble; after his son's death he essentially adopts Coriolanus Snow, provides for him and his family and names him his heir. Mrs. Plinth, also called Ma Plinth, is Sejanus's mother and an excellent cook who often sends her son and Coriolanus treats during their time as Peacekeepers in District 12. She misses her life in District 2 and is saddened that they are considered traitors and that most of her family has disowned her; after Strabo named Snow his heir, she moved with her husband to the apartment below the Snows and helped Tigris take care of the Grandma'am.
