The Capitol

The Capitol is the wealthy city in the Rocky Mountains that rules the twelve districts of Panem. It holds the Hunger Games every year as punishment for a failed rebellion, and the tributes are brought there for the days before the Games. Katniss defies it by covering Rue's body with flowers and by threatening a double suicide with Peeta. In Mockingjay the rebels storm the Capitol and remove President Snow.
