District 11

Rue's and Thresh's home district.

District 11 is the home of Rue and Thresh. After Rue's death, it sends Katniss a loaf of bread, and in the film her death sparks a riot there. In Catching Fire, it is the first stop of the Victory Tour. In Sunrise on the Reaping, the Capitol replaces the missing Louella with a kidnapped girl from District 11, whom the tributes call Lou Lou.
