Simon
Negan's brutal right-hand man among the Saviors, strangled by his own leader.
Simon, played by Steven Ogg and credited as Lead Savior in his first appearance, is a high-ranking member of the Saviors who serves as Negan's right-hand man in the television series. Articulate, brutal, ruthless and unpredictable, with a sadistic and unnerving sense of humor, he is considered too violent and "psychotic" even by Negan.

Background
Simon shows extreme loyalty to his leader and is highly valued and trusted by Negan in return. Like Negan he is not beyond using fear and intimidation to get what he wants, and he is a remorseless, cold-blooded mass murderer untroubled by the excessive violence the Saviors employ.
That loyalty lessens as the war against the Militia goes on. Over the course of the war Simon becomes deranged, clashes with Negan, endangers the Sanctuary during an attack on the Hilltop Colony and wants to take control of the Saviors; near the end of the war he secretly tries to kill Negan with a small group, but Negan discovers the plan. Despite the backstabbing, Negan offers Simon the leadership of the Saviors if he can win a fight to the death, and Simon accepts. He gets the upper hand at first before Negan overpowers him.
Negan then strangles Simon, berating him all the while for ruining whatever chance remained of making peace with Rick and the other communities, and a final squeeze crushes his windpipe. Simon reanimates as a walker and is chained to the Sanctuary fence.
