West Papua (province)
Indonesian province on western New Guinea, second-least-populous in Indonesia.
West Papua, known in Indonesian as Papua Barat and previously called Irian Jaya Barat (West Irian), is a province in the Indonesian part of New Guinea. Its territory includes most of the island’s two western peninsulas: the eastern half of the Bird’s Head Peninsula (also called the Doberai Peninsula), the eastern half of the Bomberai Peninsula, and several smaller nearby islands. The province is bordered by the Pacific Ocean to the north; by Southwest Papua Province, the Halmahera Sea, and the Ceram Sea to the west; by the Banda Sea to the south; and by Central Papua Province and Cenderawasih Bay to the east. The capital and largest city is Manokwari. As of mid-2025, the estimated population is 587,645—308,424 males and 279,221 females—making West Papua the second-least-populous province in Indonesia, ahead of only South Papua. This low population is largely due to the creation of Southwest Papua Province in December 2022, which split off the western half of the Bird’s Head Peninsula and took 52% of West Papua’s former residents. The province’s population density is roughly comparable to that of Russia.
After Japan’s surrender in 1945, the Dutch retained control of New Guinea until 1962, when they handed the region to Indonesia under the New York Agreement. West Papua was legally established as a province in 1999, carved out of the original Papua Province, but it was not officially inaugurated until 2003. Until 2022, it consisted of twelve regencies and one city. The province holds a special autonomous status granted by Indonesian law.
West Papua has a medium Human Development Index. The Indonesian government has launched major infrastructure projects, including the Trans-Papua Highway, airports, and other facilities. Critics argue these projects threaten some of Southeast Asia and Oceania’s last large expanses of tropical rainforest and native cultures. According to Bank Indonesia, the province’s economic growth rate was 7.7% in 2018, higher than the national average.

Lore & Background
West Papua was legally created as a province in 1999 out of the original Papua Province, but it was not inaugurated until 2003. Until 2022 it consisted of twelve regencies and one city. The province has a special autonomous status as granted by Indonesian legislation. After the Japanese surrender in 1945, the Dutch remained in New Guinea until 1962 when they transferred control of the region to the Indonesian government as a part of the New York Agreement. The former name of the province, Irian Jaya Barat, was suggested during a tribal committee meeting in Tobati, Jayapura, formed by Atmoprasojo, head of bestuur school in the 1940s. The name was promoted in 1945 by Marcus Kaisiepo, brother of the future governor Frans Kaisiepo. The name Irian was politicized later by Marthin Indey and Silas Papare with the Indonesian acronym 'Ikut Republik Indonesia Anti Nederland' (Join the Republic of Indonesia oppose the Netherlands). The name was used throughout the Suharto administration, until it was changed to Papua during the administration of President Abdurrahman Wahid.
Reader's Guide
West Papua is significant as a province in eastern Indonesia that holds a special autonomous status, reflecting its unique history and cultural diversity. The region has been inhabited for over 50,000 years, with Papuan habitation and later Austronesian settlement. It was part of the Tidore Sultanate's sphere of influence and later colonized by the Dutch as part of Netherlands New Guinea. The province's creation in 1999 and inauguration in 2003 marked a step in Indonesia's administrative reorganization of Papua. The Indonesian government has launched ambitious infrastructure projects including the Trans-Papua Highway, airports, and other facilities, though detractors claim these projects threaten Southeast Asia's and Oceania's last large regions of tropical rainforests and native cultures. West Papua recorded an economic growth rate of 7.7% during 2018, higher than the national economic growth. The province has a medium Human Development Index. Its population density is similar to that of Russia. The separation of Southwest Papua in December 2022, containing 52% of what had been West Papua's population, significantly reduced the province's size and population.
