Cocoon is a huge artificial sphere that floats above the surface of Gran Pulse in Final Fantasy XIII. It is ruled by the Sanctum, a theocratic government. Its fal'Cie, mechanical beings with godlike power, keep it aloft and supply its people with light and water.
Lore & Background
Several hundred years before the game, Pulse and Cocoon fought the War of Transgression, in which l'Cie from Pulse tore a large hole in Cocoon before turning to crystal. The hole was patched with material taken from Pulse. Fear of another invasion lets the Sanctum keep its hold on power.
Reader's Guide
The Sanctum commands two military branches: the Guardian Corps, which keeps order on Cocoon, and PSICOM, the special forces that handle any threat linked to Pulse. Ordinary humans can use a chemical form of magic through Manadrives.
