The PGM Ultima Ratio is structured around a central rigid metal girder chassis, giving it a skeletal appearance to minimize weight and simplify maintenance. The receiver is made from 7075 aircraft-grade aluminum alloy, while the steel bolt has three lugs and overpressure vent holes. The match-grade barrel is fully floated and can be exchanged in the field with a 5 mm hex key. Several barrel configurations exist: the Intervention barrel with heating dispersion ribs and an integrated glued-on muzzle brake; the Commando I and II barrels, which are fluted and can have integrated or detachable muzzle brakes; and the Integral Silencieux barrel with an integrated suppressor. Barrels threaded for a detachable muzzle brake can also accept a detachable suppressor.

The furniture consists of a polymer pistol grip and forearm mounted to the frame. The metal buttstock is adjustable for shoulder pad position, length of pull, and height, and a folding stock variant folds to the left. An adjustable rear folding ground spike under the stock aids stability when coupled with a folding bipod. The rifle has a fully adjustable two-stage trigger with a pull weight of 10 N to 16 N. It is fitted with a Picatinny rail for optical sights and accessories, and an optional set of emergency iron sights. The factory advises avoiding firing without the muzzle brake or silencer attached.

The name "Ultima Ratio" derives from the Latin expression ultima ratio regum ("the final argument of kings"), which Louis XIV had engraved on his cannons. The rifle is used by the Marine Corps Special Operations Battalion and 1º Batalhão de Forças Especiais (Brazil), the Paris Search and Intervention Brigade, RAID, and GIGN (France), Israeli special forces including YAMAM, the police counter-terrorist group ARAS (Lithuania), the Royal Moroccan Army, and the Slovenian Armed Forces.
