The Commonwealth's Fall refers to the political collapse of Governor Pamela Milton's authoritarian regime within the settlement known as the Commonwealth. It occurs in the final season of the television series. The city survives an overrunning herd, and Milton ends up imprisoned in her own jail.

Lore & Background
The Commonwealth tries to restore pre-apocalypse order, but its governor, Pamela Milton, and her deputy Lance Hornsby become increasingly corrupt. Milton's son Sebastian frames Maggie for a theft he committed with the Commonwealth's police, and after Sebastian's death Milton sends her opponents to forced labor camps. Maggie's group joins the Commonwealth's military, under General Mercer, in overthrowing Milton.
Reader's Guide
In the series finale, "Rest in Peace", a coalition of soldiers and freed prisoners fights Milton as a huge herd overruns the Commonwealth. Once the city is saved, Daryl and Carol imprison Pamela in her own jail, and a year later Carol holds Lance Hornsby's old job as Director of Operations.
