Lore & Background
Privilege decides access: although the Commonwealth has the modern medicine to treat Ezekiel's thyroid cancer, he is too far down the list to get surgery in time. Milton's narcissistic son Sebastian takes part in a scheme that forces impoverished members of the community to undertake risky missions to recover valuable items, and her deputy, Lance Hornsby, imprisons opponents in the Commonwealth's labor camp.
Reader's Guide
After Sebastian's death, Pamela Milton has everyone around her opponents rounded up and sent to forced labor camps. In the series finale, "Rest in Peace", a coalition of soldiers and freed prisoners fights Milton as a herd of walkers heads toward the Commonwealth; once the city is saved, Daryl and Carol imprison Pamela in her own jail.
