In 1993, Messrs. Lu and Li of the Hebei Geological Survey discovered a partial ankylosaurid skeleton in Shanxi Province and notified the Institute of Vertebrate Paleontology and Paleoanthropology, which collected the material later that year. The holotype specimen, IVPP V11276, includes a braincase, skull roof, vertebrae, humerus, femur, and an osteoderm, and is housed in Beijing. The generic name Shanxia refers to Shanxi Province, and the specific name tianzhenensis refers to Tianzhen County.
The species has been subject to taxonomic debate. Sullivan in 1999 considered Shanxia a nomen dubium and possible junior synonym of Tianzhenosaurus, arguing that its only diagnostic trait—the shape of the squamosal horn—could be variable within a single taxon. However, Upchurch and Barrett in 2000 reaffirmed its validity based on autapomorphies, including the absence of a large processus medialis humeri and a pair of domed sub-rectangular osteoderms on the skull. Later studies have split: Thompson et al. (2012) recovered it as a valid ankylosaurine, while Arbour and Currie (2015) again considered it a junior synonym of Tianzhenosaurus.
