The 1938 pennant was part of a pattern where the Cubs won a National League pennant every three years from 1929 to 1938. The club's ownership at the time was under the 'Double-Bills' management team of William Wrigley Jr. (majority owner) and Bill Veeck Sr. (team president). Veeck Sr. was not an owner; he served as president from 1919 through the 1920s and into the 1930s. His death in 1933 did not affect majority ownership, which passed solely from William Wrigley Jr. to P.K. Wrigley in 1932.
