Background
Faked blood tests let him join the Public Security, where he signed his letters to the Eldian Restorationists as the Owl while turning thousands of Eldians into Titans to protect his cover. He arranged Grisha's meeting with Dina and hid her lineage. When Grisha was about to be exiled as a Titan, Kruger revealed that he held the Attack Titan, named Grisha his successor and let himself be eaten. Grisha's son Eren is apparently named after him.
