Jabberjay

Capitol-made birds that copy what they hear.

Jabberjays are birds that can mimic whatever they hear. The original jabberjay project was headed by a Capitol scientist named Kay. In The Ballad of Songbirds and Snakes, Coriolanus Snow uses a jabberjay to record Sejanus admitting his plan to help the rebels, which leads to Sejanus's hanging. In the Quarter Quell, jabberjays torment the tributes with the screams of their loved ones, Annie Cresta's voice being used against Finnick.
