Coin

Alma Coin is the president of District 13, which leads the districts' rebellion against the Capitol in Mockingjay. Katniss agrees to become the Mockingjay, the rebellion's symbol, on condition that Coin grants immunity to the surviving tributes held by the Capitol. Coin comes to lead Panem after the Capitol falls, and Snow tells Katniss that Coin ordered the bombing of the children outside his mansion. After Coin proposes a final Hunger Games for Capitol children, Katniss, sent to execute Snow, shoots Coin instead; Commander Paylor of District 8 is later voted president in her place.
