Treaty of Treason

The settlement the Capitol forced on the districts after the Dark Days

The Treaty of Treason is the settlement the Capitol imposed on the twelve surviving districts after it won the Dark Days civil war. It laid down the laws that kept the districts under Capitol control and formally established the Hunger Games as a yearly punishment and reminder of the failed rebellion. The treaty is read aloud by each district's mayor at every reaping ceremony.
