Plutarch Heavensbee
Head Gamemaker and secret ally of the rebellion.
Plutarch Heavensbee becomes Head Gamemaker after Seneca Crane's death. He is secretly part of the rebellion: after the Quarter Quell arena is destroyed, Katniss learns from him and Haymitch that there was a plan to rescue her, and the surviving tributes are taken to District 13. Sunrise on the Reaping shows him working with Haymitch, Beetee, Wiress and Mags to sabotage the 50th Games. After Coin's death he helps Katniss avoid punishment at her trial. Philip Seymour Hoffman plays him in the films.
