Background

At first the prep team appears dull-witted and concerned only with appearance, but they prove less shallow when they begin to cry while preparing Katniss for the Quarter Quell, from which they do not expect her to return. Katniss gleans valuable information from their gossip about shortages of supplies, clues to which districts have rebelled. In Mockingjay they are kidnapped and taken to District 13 to help with Katniss's styling, quickly run afoul of District 13's draconian rules and are cruelly punished for stealing bread, until Katniss orders them set free and healed.

Venia is said to have always been the strongest: in Catching Fire she alone contains her emotions while working on Katniss, while Octavia and Flavius both have to leave the room. The prep team appears only in the first two films, and Venia only in the first; in the final two films their roles are filled by Effie.
