Background

After the defeat of Stour Nightfall in single combat and the collapse of the workers' uprising in Valbeck, a rare peace settles on the Union, Angland and the North. With the death of King Jezal, a reluctant King Orso takes the throne hoping for reform, but his Closed Council, led by Bayaz, would rather things stayed as they were; the nobles of the Open Council grow restless, and the Breakers and Burners have only been driven underground. Leo dan Brock, now Lord Governor of Angland, is bored by peacetime and outraged at Angland's treatment, and openly defies the king before the gathered lords.
