The will Konoha's ninja hand on to the next generation.
The Will of Fire is the ideal associated with Konohagakure and the Senju Clan. Tobi sets it against the Uchiha Clan's Curse of Hatred: in his words Naruto has inherited the Senju Clan's Will of Fire and Sasuke the Uchiha's curse, which is why the two are bound to fight.
Lore & Background
Asuma Sarutobi passes his Will of Fire on to his student Shikamaru Nara, who sees a vision of his teacher entrusting it to him as he defeats Hidan. Asuma had also told him that the "king" Konoha must protect is the next generation.

The phrase gives its name to the third Naruto Shippuden film, Inheritors of the Will of Fire, released on August 1, 2009.
