President Coin

The rebel leader who would become a tyrant.

Alma Coin is the leader of District 13 who commands the rebellion against the Capitol. She has a particular dislike of Katniss, and she had wanted Peeta, not Katniss, rescued from the Third Quarter Quell. During the assault on the Capitol she deliberately places Peeta in Katniss's squad to put Katniss's life in danger. Her ultimate goal is to overthrow President Snow, but her methods reveal a willingness to sacrifice anyone, including children, to achieve power. Katniss eventually realizes that Coin is no less ruthless than Snow, and when given the chance to execute Snow, Katniss kills Coin instead.

Alma Coin is the leader of District 13, with gray hair that falls to her shoulders and gray eyes that look as though all the color had been drained from them. Snow later tells Katniss that Coin had always meant to set the Capitol and the districts against each other and take his place once the war was over, and Katniss realizes that Coin arranged the death of her sister Prim and many other children to secure victory. After the war, Coin calls for a final Hunger Games using Capitol children as tributes. Katniss, recognizing Coin's ruthlessness, kills her instead of Snow.
