Zacarias Moussaoui was born in France to Moroccan immigrant parents. His mother raised him and his siblings after leaving an abusive marriage. As a youth, he faced racism and was steered toward technical studies by a school adviser who implied he was 'only an Arab.' He later earned a master's degree in International Business from South Bank University in London and attended the Brixton Mosque, where he may have met future shoe bomber Richard Reid. He was proselytized by extremist groups and attended al-Qaeda's Khalden training camp in Afghanistan in 1998 and possibly 1999.

In 2001, Moussaoui took flight training in Oklahoma and Minnesota. He aroused suspicion at Pan-Am International Flight Academy in Eagan, Minnesota, where his flight instructor noted his lack of basic knowledge despite seeking 747 simulator training. On 16 August 2001, he was arrested by the FBI for an immigration violation. Materials seized included a laptop, knives, flight manuals, and a computer disk about crop dusting. The FBI's attempts to search his laptop were denied before 9/11.

At trial, Moussaoui argued he was not involved in the 9/11 attacks but was planning a similar attack of his own. Some al-Qaeda members reportedly corroborated his defense, but prosecutors dismissed it. In May 2006, he was sentenced to life in prison without parole; jurors spared him the death penalty, citing his unstable childhood and possible ignorance of al-Qaeda's plans. He is held at ADX Florence federal supermax prison in Colorado.
