Fuko Ibuki is a first-year student at Hikarizaka Private High School and the younger sister of Kouko Ibuki, who once taught art there. Hyperactive and childish, she is obsessed with starfish and spends her time carving wooden starfish to give away.

Background
Fuko talks about herself in the third person, drifts off into starfish daydreams that nobody can wake her from, and tells anyone who insults starfish that they are very rude. Tomoya first finds her carving in an empty classroom. She hands out her carvings to invite the whole school to Kouko's wedding, though no one there knows Kouko, who left teaching three years earlier. Tomoya and Nagisa learn that Fuko has been lying in hospital since an accident, and as she fades from people's memories they help the wedding happen; everyone who received a starfish attends, and Fuko thanks Tomoya before she disappears. In ~After Story~ she wakes from her coma by a miracle, still acting fifteen after seven years asleep, and becomes very fond of Ushio.
