The Soul Society body whose rulings even the Head Captain answers to.
Central 46, also referred to as Chamber 46, is a ruling body of Soul Society in Bleach. It appears in the story through its decisions, which can overrule even the Head Captain of the Gotei 13.

In the backstory, Central 46 forbade Yamamoto from investigating the Kasumiōji Clan's manufacture of Bakkōtō, so he sent a Squad One member to investigate in secret. In the second film it judged that two Soul Reapers sharing the zanpakutō Hyōrinmaru, Hitsugaya and Sōjirō Kusaka, was unacceptable.

Central 46 is seen mostly through its rulings rather than through any of its members.
During the Soul Society arc, as Rukia Kuchiki's execution grows more destructive, Hitsugaya goes to Chamber 46 to stop it and finds that every member has been killed by Sōsuke Aizen, who had faked his own death.
