The Governor's Army represents the militarized force of Woodbury, a fortified community established in the aftermath of the outbreak under the charismatic but tyrannical rule of Philip Blake, known as The Governor. It is the force that attacks Rick's group at the prison.

The Governor keeps the still-animated heads of walkers in fish tanks and the re-animated body of his daughter Penny. When the Woodbury army descends on the prison, Rick's group defends it from the catwalks; in the third-season finale, "Welcome to the Tombs", the army retreats and the Governor, furious, massacres his own troops and leaves with Martinez. The remaining Woodbury citizens are then welcomed into the prison.
Reader's Guide
The Governor rules Woodbury absolutely. After the fall of his army he forms a new force from Martinez's camp, whose men drive a tank through the prison fences in a final battle that destroys the prison.
