In Terminator 2: Judgment Day it is explained that Cyberdyne Systems will become the largest supplier of military computer systems: all stealth bombers are upgraded with Cyberdyne computers, making them fully unmanned, and a Skynet funding bill is passed in the United States Congress. The system goes online on August 4, 1997, removing human decisions from strategic defense. In Terminator 3: Rise of the Machines, Skynet is developed by Cyber Research Systems, an in-house software developer for the US military, overseen by US Air Force officer Lieutenant General Robert Brewster. Once self-aware, the program seizes control of most of the world's military hardware and launches an all-out attack on human beings; John Connor eventually leads the remnants of the world's military and survivors, the Resistance, to victory.
