Background
At the Byzantium dock the Stranger meets Carmen Imagawa, then has to reach Minister Clarke's house; Clarke is under heavy guard and house arrest, so the way in is to find a key or a package meant for him. Clarke turns out to have no real power: the Board used his name to buy the chemicals, and the true buyer was the Board's chairman, Charles Rockwell. The quest follows Radio Free Monarch and leads to Kept Secret But Not Forgotten.
