Background
Welles once worked for the Board. Appalled that the Board did nothing about the rediscovered Hope, he began secretly experimenting on its frozen colonists in search of a formula that would stop long hibernation from killing them. He was found out and fled to a hidden laboratory; many test subjects died before the formula worked, and he had only enough chemicals for the one batch used on the Stranger. The Board has wanted him for 35 years, for sedition, forgery, conspiracy, 'conspiracy to commit conspiracy', unlicensed medical practice and destruction of Board property. He sends the Stranger after the dimethyl sulfoxide he needs to revive the rest of the Hope, and the player can stay loyal to him or hand him over to the Board.
