Lore & Background
The word covers very different people: some are selfish and morally bankrupt, while others are simply anyone who refuses to submit to the World Government's authoritarian rule, and the series keeps stressing that ambiguity. Two of the world's three great powers are pirates: the Four Emperors, who rule the New World, and the Seven Warlords of the Sea, privateers allied with the government who hunt other pirates; the Marines are the third. Luffy's own ambition is to succeed Gold Roger as King of the Pirates, and after the Wano Country arc he is counted among the Emperors himself.
