The ego of the Machine Network.
The Red Girls are a construct within the Machine Network and its ego, and with Adam and Eve they are among the game's primary antagonists. They allow Project YoRHa to exist, because wiping out the androids would remove the Machines' only remaining purpose and hinder their ability to evolve.

After the Bunker is destroyed the Machine Network raises a huge tower to destroy the human server on the Moon, but the Red Girls change their minds after considering the meaning of existence and convert it to fire an interstellar ark carrying the Machines' memories to a new world.
