Plot
In the future, human soldiers of John Connor's resistance force are losing a war against Skynet. Discovering that RoboCop's cybernetics technology is a foundation for Skynet, resistance soldier Flo is sent back in time to destroy RoboCop. Skynet learns of this and sends Terminators to stop Flo. RoboCop meets Flo and battles Terminators, OCP forces, and other obstacles. After a Terminator infiltrates the OCP building, RoboCop plugs into a console to reprogram security but is trapped and digitized. His body is disassembled and used to build Skynet. In the future, RoboCop uses his digitized mind to seize control of an abandoned robotics factory, rebuild himself, and destroy Skynet's CPU. He then turns to helping humanity rebuild. Set a few years after RoboCop's invention, SAC-NORAD contracts Cyberdyne Systems to build Skynet using RoboCop's technology. Skynet becomes self-aware and launches a war. After destroying a Terminator, RoboCop goes to Delta City and confronts RoboCain. After defeating RoboCain, he battles to the OCP building, defeats an ED-209 unit reprogrammed by Terminators, and plugs into a console, unknowingly giving Skynet information. He falls into a trap, then in the future assembles himself, battles in a Terminator-infested future, and destroys Skynet.
Development
RoboCop Versus The Terminator began as a four-part comic book series in 1992. Virgin Games secured a license for a video game based on the comic but could not use the comic's plot elements. Development occurred in-house alongside Disney's Aladdin. The license cost $2 million. Williams and Botti stayed up nights playing Contra III: The Alien Wars to identify what made its gameplay addictive, concluding that "vectored bullets" were key and included that as a core mechanic. To save time, the game used Dave Perry's Mega Drive engine, previously used in Cool Spot and Global Gladiators. Botti enhanced the engine with a linked-list sprite object to allow large bosses. The game featured more gore and violence than most Genesis games at the time, as the developers wanted as much blood as possible.
Reception
Electronic Gaming Monthly's five reviewers gave the Super NES version a 5.8 out of 10, with Mike Weigand noting that the comic book-style cinema sequences were innovative but the intensity was lacking. The Game Gear version received a 6.8 out of 10 from EGM, with Weigand saying it held up well but suffered from slowdown, breakup, and high difficulty. The Genesis version was awarded Bloodiest Game of 1993 by Electronic Gaming Monthly. Nintendo Power's review of the Game Boy version stated the graphics were good but the game lacked strategy and challenge, and the control was stiff.
