The Forerunner doctrine of shepherding other races, which the Didact denies to humanity.
The Mantle of Responsibility is the Forerunner policy of benevolent shepherding of other races, described in the backstory of Halo 4. After a war with the Flood, ancient humanity came into conflict with the Forerunners, who upheld the Mantle.
Lore & Background
In Halo 4 the Didact deems humanity unworthy of the Mantle, and in a post-credits scene proclaims the Forerunners' role as custodians of the galaxy and humanity its greatest threat. The Librarian, by contrast, left copies of her personality to help humanity assume the Mantle.
