Stephen Arthur Downes began his radio career in Los Angeles, working at album-oriented rock stations including KWST from 1978 to 1981, KEZY-AM from 1981 to 1982, and KLSX in 1994. He is best remembered for his evening drive shift at KLOS from 1982 to 1991. In the early 1990s, he frequently hosted the live call-in talk show Rockline. Later, he became the morning show host for 97.1 WDRV 'The Drive' in Chicago, Illinois, and also hosted the nationally syndicated radio show 'The Classics'.

Downes entered commercial voice acting in 1990. His first video game voice role was as Gunnar in Septerra Core: Legacy of the Creator in 1999. His performance caught the attention of the game's music composer and voice acting director, Martin O'Donnell. When O'Donnell began working on Halo: Combat Evolved at Bungie, he invited Downes to voice the game's main protagonist, Master Chief, a role he has voiced ever since. At GalaxyCon Columbus in December 2023, Downes stated his favorite line as Master Chief is 'She said that to me once... about being a machine' from Halo 4.

On February 6, 2015, Downes announced his retirement from radio after 44 years to spend more time with his family. His final show on WDRV was March 9, 2015. He was succeeded by Dan McNeil and Pete McMurray. He is married to fellow voice actress Liz Zweifler.
