Joyce Messier
The Wild Pines negotiator sent to end the strike.
Joyce Messier is the representative the Wild Pines Group sends to Martinaise to deal with the dockworkers' strike. She tells Harry and Kim that the hanged man was Colonel Ellis "Lely" Kortenaer, commander of the company's mercenary squad, and warns them that the remaining mercenaries have gone rogue and may seek revenge.
Background
The fan wiki describes her as an older woman with an upper-class accent and a Vespertine passport who was in fact born in Revachol in the year 3 of the Commune; she turned against the revolution when the Coalition came, and later gained dual citizenship through marriage to a Vespertine man. She is a keen sailor who races her yacht in regattas.
