The JS 7.62mm sniper rifle was designed in early 2003 to meet a requirement for a dedicated sniper rifle capable of precision shots within 800 meters using the 7.62mm round. The project was developed simultaneously with the 12.7 JS anti-materiel sniper rifle. Zouyi Hong was appointed as the leading designer. After 8 months of field trials, the rifle was exhibited at the Beijing International Exhibition on Police Equipment in May 2005. Feedback indicated that the system allowed the 7.62mm round to penetrate a residential wall greater than 6mm, and showed high tolerance with no malfunction throughout the test period.

The rifle uses the Russian 7.62×54mmR round, also used in the Type 79 and Type 85 designated marksman rifles of the People's Liberation Army. It has a conventional design with a 5-round detachable box magazine forward of the hand grip, a pistol grip, and a safety selector on the right beside the bolt handle. The receiver is mostly made of high-strength light aluminum alloy. It features a triangular muzzle brake, an adjustable rubber cheek rest, and a quick-detachable scope mounting system with a Picatinny rail on the upper receiver for day or night telescopic sights. Emphasis on accuracy led to a shorter, lighter, and smoother trigger pull. Tests found the JS 7.62 to shoot more accurately than the QBU-88.
