The end of the Cold War and the 1991 Soviet collapse led to major cuts in Department of Defense spending and restructuring. In 1993, the Joint Advanced Strike Technology (JAST) program formed after the cancellation of the Air Force’s Multi-Role Fighter (MRF) and the Navy’s Advanced Attack/Fighter (A/F-X) programs. MRF, intended as an affordable F-16 replacement, was scaled back and delayed due to post-Cold War defense posture easing F-16 fleet usage and budget pressure from the F-22 Advanced Tactical Fighter program. A/F-X, initially called Advanced-Attack (A-X), began in 1991 as the Navy’s follow-on to the Advanced Tactical Aircraft (ATA) program for an A-6 Intruder replacement; the ATA’s resulting A-12 Avenger II was canceled in 1991 due to technical issues and cost overruns. That same year, the Naval Advanced Tactical Fighter (NATF), a naval variant of the Air Force’s ATF to replace the F-14 Tomcat, was terminated, adding fighter capability to A-X, which was then renamed A/F-X. Under increased budget pressure, the DoD’s Bottom-Up Review in September 1993 canceled both MRF and A/F-X, transferring applicable experience to JAST. JAST initially aimed not to develop a new aircraft but to refine requirements, mature technologies, and demonstrate advanced strike warfare concepts.
By 1996, JAST required concept demonstrator aircraft, coinciding with ASTOVL/CALF’s full-scale flight demonstrator phase. Since ASTOVL/CALF aligned with JAST’s goals, the programs merged in 1994 under the JAST name, now serving the Air Force, Marine Corps, and Navy.
