Gamemakers

The Gamemakers run the Hunger Games: they score the tributes in their evaluation, where Katniss earns the highest mark, send supplies, and change the rules. In the 74th Games they announce that two tributes from the same district may win together, then withdraw the change when only Katniss and Peeta are left; when the pair appear ready to die together, the Gamemakers declare them joint victors. Seneca Crane and later Plutarch Heavensbee serve as Head Gamemaker.
