Digimon Story: Time Stranger was announced on December 8, 2017, before the release of Digimon Story: Cyber Sleuth – Hacker's Memory. Producer Kazumasa Habu stated that Hacker's Memory was developed in parallel with Time Stranger to avoid dampening fan enthusiasm with a long wait. On September 12, 2018, Habu reconfirmed development and announced Digimon Survive, made because Time Stranger's development still had some time to go. On February 27, 2022, Habu revealed the game would take place in the Digital World and feature the Olympos XII as main characters. On February 20, 2024, Habu stated he had not worked on Digimon games since April 2023, but that Time Stranger was still being worked on by someone else.

The game's first trailer was shown on February 12, 2025, during a PlayStation 5 State of Play stream, after being leaked earlier that day via retailer GameStop. A worldwide launch date of October 3, 2025, was announced on June 4, 2025. A demo released on September 10 and 11, 2025, on PlayStation 5, Xbox Series X/S, and Windows. On February 5, 2026, during a Nintendo Direct Partner Showcase, the game was announced for Nintendo Switch and Nintendo Switch 2, with the Switch 2 version offering two modes: enhanced visuals at 4K 30fps and a performance mode at 1080p 60fps, later added as a free update for original platforms. On March 26, 2026, a large-scale DLC expansion was announced for 2027.

The soundtrack was composed by Masafumi Takada, marking his return to the series. The main theme song, "Wherever You Are," was performed by Reche in both Japanese and English versions. A DLC pack titled "Digimon Anime Song Pack" includes 16 classic tracks from the Digimon anime series.
