Background

Elsa is after Emilia's insignia for reasons yet to be explained; she tries to buy it from Felt and Rom but kills them when negotiations fail in the first and second timelines. She kills her "prey" by cutting open their stomach, earning the epithet "Bowel Hunter", and can sense fear in others, as she did when Subaru passed by on the way to the loot house. In the final timeline of the stolen insignia she is defeated by Reinhard and retreats, vowing to come after Subaru again. She returns in arc 4 with Meili to attack Roswaal's mansion, causing several more of Subaru's deaths, until Garfiel Tinsel inflicts enough damage to negate her regeneration and crushes her to death.

Meili Portroute, a blue-haired girl living in Irlam village, is in reality an assassin from the same organization as Elsa, with the power to tame and control mabeasts. She is the mastermind behind the events of arc 2 and returns in arc 4, where Garfiel defeats her and takes her prisoner. In arc 6 Subaru and his friends ask her help crossing the Augria sand dunes; at the tower she is responsible for two of Subaru's deaths, but after Subaru reads her book of the dead he tries to help her, and she ultimately joins the Emilia camp. Elsa is voiced by Mamiko Noto and Meili by Eri Suzuki.
