The Doctor

The Doctor is the main antagonist of the Yamantau chapter of Metro Exodus and the leader of the Cannibals. He was a doctor in the Yamantau bunker during its construction and was trapped there with around a thousand workers and communications officers when the bombs fell; when the food ran out the group turned to cannibalism, and it was presumably his idea to use the repaired antennas to lure other survivors to the bunker to be eaten. By 2035 he led the group, one of the few inside who had kept his reason.

The Aurora's crew first hear him in a looping radio signal calling survivors to Yamantau for an 'Ark restoration project'; after the Volga crossing Miller speaks with him directly, the Doctor posing as a government official, Major Ivanov, deputy director of communications. When Miller, Anna and Artyom arrive they are shown into a room facing the 'ministers' behind glass, realise too late that something is wrong, and are overwhelmed and knocked out by dozens of cannibals.
