Kenjaku's plan comes into the open in stages after the Shibuya Incident. Its aim is to merge Master Tengen with the entire population of Japan.

At the end of the Shibuya Incident Kenjaku, still in Suguru Geto's body, uses Idle Transfiguration on two groups of non-sorcerers across Japan, people who have ingested cursed objects and people with dormant techniques, turning them into sorcerers. He releases ten million cursed spirits and declares his intent to bring back the Heian era, the golden age of jujutsu sorcery.
Reader's Guide
Tengen then explains the rest to Yuji Itadori's group: the Culling Game exists to gather enough cursed energy to force the evolution of all mankind in Japan through assimilation with Tengen. Earlier attempts had been blocked by a Six Eyes user and by Tengen's merger with a Star Plasma Vessel. Kenjaku had also told the American government about Cursed Energy and persuaded it to treat the game as a chance to abduct sorcerers as an energy source.
