Metal Wolf Chaos was developed by FromSoftware, a studio primarily known at the time for the mecha combat series Armored Core. The Xbox's low popularity in Japan led Microsoft to partner with FromSoftware to create a mecha game for the system. Since Microsoft was an American company, the team incorporated extensive American context and cultural references, though the game was developed with a Japanese player base in mind. FromSoftware producer Masanori Takeuchi described it as 'America as perceived by the Japanese,' blending fictional American ideology with comic book heroics. A Microsoft employee suggested the title 'Metal Wolf Chaos,' inspired by the rhythmic three-word naming convention of series like Metal Gear Solid.

The game's plot is set in the near future, where the United States has fallen into civil and economic unrest. Vice President Richard Hawk leads a military coup, seizing control of the government. President Michael Wilson, a fictional relative of Woodrow Wilson, pilots a secret military mech to liberate cities from west to east, eventually pursuing Hawk to a space station to prevent a nuclear missile strike. The gameplay involves piloting a mech equipped with up to eight weapons from a set of over a hundred, battling through destructible environments filled with enemy infantry, tanks, and helicopters. Each mission requires destroying all enemies, sometimes within a time limit, with optional objectives to rescue hostages and collect energy pods.

Metal Wolf Chaos was released exclusively in Japan on December 22, 2004, after a development period of eight to eleven months by a team of 30. Despite plans for a worldwide localization, including a targeted North American release in 2005 with Xbox Live multiplayer modes, the localization was canceled. FromSoftware later confirmed that the political climate following the September 11 attacks led to the cancellation. The game's long development cycle placed its release near the end of the Xbox's lifecycle, and Microsoft was shifting focus to the Xbox 360. The remaster, handled by General Arcade with consultation from FromSoftware, featured increased resolution, widescreen support, improved textures and visual effects, and some gameplay improvements, while retaining the original English voice acting.
