The fish has a compressed body, with a depth about 2.3 to 2.4 times its standard length. Its head has a concave dorsal profile and a procumbent spine on the nape in front of the dorsal fin. The caudal fin is strongly emarginate. Like all rabbitfishes, the dorsal fin has 13 spines and 10 soft rays, and the anal fin has 7 spines and 9 soft rays; the fin spines contain venom glands. It reaches a maximum total length of 25.2 cm (9.9 in). The head and body are pale blue, covered with many small, pale yellowish spots and narrow, irregular yellow bands that form a fine reticulated pattern.
Siganus woodlandi has been collected at depths between 5 and 15 meters (16 to 49 feet) off New Caledonia. Similar fish have been photographed near Bali, Indonesia, and at Scott Reef and Ashmore Reef in the Timor Sea, but these records require confirmation. The species lives in schools of 10 to 100 individuals and feeds mainly on benthic algae, though it also opportunistically eats zooplankton. Because the original description came from a fish-market specimen, the species is occasionally caught and sold as food.
