The primary villain of the game is the Zeus Dopant, a Foundation X scientist who took on that form by using the Zeus Memory. He managed Aida’s project to create an eternal super soldier, relying on the foundation’s work with Gaia Memories, O Medals, and Necro-Overs, all in an effort to bring her back. To power the Core Energy that revives both enemies and allies of Kamen Riders W and OOO, Zeus built the Central Tower in Sector City. That tower also pulls Kamen Rider Zero-One into the main universe, which is likely why none of Zero-One’s other characters appear in the game. Eventually, Zeus and the other Riders learned that Aida had been manipulating all of them. After Zero-One, OOO, and W defeated Aida, Zeus gave up his life alongside Ankh and Nazca, destroying Sector City and stopping Aida’s scheme. Ai is an artificial intelligence with no memory, trapped inside a floating robot body, and acts as the player’s guide until near the end, when her real nature is revealed. She was actually a vessel for Aida, the Foundation X scientist who started the eternal super soldier project and later died in an accident. Aida moved her consciousness into Ai, originally a support drone for Sector City, using her to control the Kamen Riders and Zeus Dopant. She only showed herself when transferring her mind into Muchiri to become an immortal Greeed. Philip intended to repair Ai after the crisis, but because Aida was revived inside Muchiri, he could not find a way to fix her, even though he had known from the start that Aida was inside her. Muchiri is a man-made arthropod Greeed that Zeus created to revive Aida with endless Core Energy. Once Aida gained that power, she betrayed Zeus, and both she and her vessel were destroyed. Kamen Rider OOO took some of the Core Medals that made up Muchiri to use the Mukachiri Combo form.
