The Cannibals

The Cannibals are a faction in Metro Exodus: the inhabitants of the Yamantau bunker, who eat any humans unlucky enough to arrive there. They are mostly construction workers, non-military staff and a handful of surviving officers. The work had run over schedule, so the crew were still inside when the bombs fell, and at first they thought themselves lucky to inherit a bunker stocked for a small town's worth of government VIPs. The supplies turned out to be almost nonexistent, and a council of officers led by the Doctor imposed strict rationing in the name of a government that never came. When the food ran out, radio technicians made a suicidal trip outside to repair the antennas, and the bunker began broadcasting an invitation to survivors across the wasteland, luring them in as food.
