Dubai, a city and emirate of the United Arab Emirates, is the setting of On Top of the World, the first mission of HITMAN III, played on the top floors of the Burj Al-Ghazali skyscraper.

Background
Having tracked down two of Providence's Partners, Carl Ingram and Marcus Stuyvesant, 47 and Lucas Grey skydive onto the tower during its inauguration, where the two are guests of its owner Sheikh Omar Al-Ghazali, and 47 must eliminate them. The building is inspired by the real Burj Khalifa. Dubai also has two escalation contracts, The Asmodeus Waltz and The Phoenix Ascension, and the elusive target The Ascensionist, and it was the first HITMAN III location shown to the public.
