Background
Its crowded streets and slums are split between armed factions, chiefly the Crows, a street gang controlled by the mysterious Maelstrom; the 'Bandit Queen' Vanya Shah rules an abandoned train yard and outdoor laundry, and the film producer Dawood Rangan's unfinished Rangan Tower serves as the set of his film Mumbai Hero. In Chasing a Ghost 47 must eliminate Shah, Rangan and the Maelstrom, Wazir Kale, leaders of the Shadow Client's eastern cell. Because the city is divided, no disguise opens the whole map, and it has no elusive targets.
