Plot
A research group made up of Joanne, Damon, Gary, and Phil launches small UAVs from a C130 Hercules to disrupt a storm. They are happy with the initial outcome, but soon a larger storm starts forming. In Harrisford, Oregon, former scientist Charlie is in town with his assistant Nora to promote his new book. While Charlie is signing books at a local shop, the storm hits. Charlie and Nora manage to survive, but many others die. Just outside town, university students Eric and Ashley are driving to meet Charlie for a course project. Eric spots an unusual weather pattern, but Ashley is focused on getting to the signing and ignores it. In town, Nora is taken to the hospital with injuries, and Charlie meets his old friend Joanne and Damon, who rushed there after their computers picked up the storm. Joanne wants to halt the experiment and tells Damon to call their backer Frank. Frank refuses to stop the experiment and lets the UAVs keep flying. Another storm freezes a farmer. Charlie, Joanne, and Damon go to the scene and find a crashed UAV. Joanne explains the experiment to Charlie. Nora calls Charlie to say she is leaving for a TV show he is scheduled to appear on later. Eric and Ashley reach the book signing only to find it over, so they start leaving town. Charlie, Joanne, and Damon return to the experiment site, where they meet Gary and Phil. Charlie develops a theory about how the UAVs are creating the storms, and Damon tells Joanne that Frank has not canceled the experiment. Joanne angrily calls Frank to warn him, but he ignores her calls. As Eric and Ashley drive away, a tornado forms. Nora’s car is struck by a train locomotive that the storm picked up. After the tornado dissipates, Eric and Ashley walk back into town. At the experiment site, another tornado hits. The group runs, but Phil is killed. They reach a nearby hotel and learn that Frank has prevented them from turning off the UAVs. Eric and Ashley break into a building and decide to change their presentation to focus on the strange weather, since Eric filmed it.
