Critical reception
Reviews for the series were mixed. On Rotten Tomatoes it holds a 41% approval rating with an average score of 5.69/10, and the consensus describes it as focusing on being dark and edgy rather than delivering an original narrative, resulting in a fairly ordinary cop drama. Metacritic gives it a score of 52 out of 100, indicating mixed or average reviews. Dorothy Rabinowitz of The Wall Street Journal praised the sharp writing and thick tension, while Tim Goodman of The Hollywood Reporter called it a pile of clichés that could never be more than dreadful.
Development
In January 2013, Fox announced it had received a pilot order for the project. Ramon Rodriguez was cast first in February 2013 as protagonist Ryan Lopez, a gang member sent to infiltrate the LAPD. Sung Kang was soon after cast as Tae Kim, an Asian gang specialist on loan from the FBI. Jay Hernandez joined as Daniel Acosta. In March 2013, RZA and Cliff Curtis were added, with Curtis playing Javier Acosta. Shantel vanSanten was cast as a doctor who treats Ryan and the daughter of the gang task force's captain. Tom Berenger was originally cast as Sam Chapel but was later replaced by Terry O'Quinn. On May 8, 2013, Fox officially picked up the series for 13 episodes.
